Each year, any university staff employee, whether active or retired, will be eligible to nominate one student if they meet the following criteria: the student must attend UW-Eau Claire full time; if the student is returning, they must have a cumulative GPA of 2.0 or above. One $600 scholarship is award each year.

The scholarship was established in the Foundation by Robin Leary and Penny France on June 16, 2000.
